Are you getting an Error Code when it reports the install has failed -  sorry, I don't have time to plough through those logs.

the error code is 0x8007371.

Can you check that error code again - should it not be 0x80073701 ?

Open a Command Prompt (Admin) and enter or copy & paste -

dism /online /cleanup-image /restorehealth

This can hang on 20% but will complete.

Follow that with sfc /scannow

If that reports that is unable to repair some files then enter or copy & paste -

findstr /c:"[SR]" %windir%\Logs\CBS\CBS.log >"%userprofile%\Desktop\sfcdetails.txt

This will put an icon onto the desktop that will open the CBS log in Notepad which you can then copy & paste.

Sometimes an AV program can baulk Windows Updates but as this is the only one "sticking" and which others have had problems with, it may not be that for you.

Disabling your AV while trying the install again would eliminate that as the cause.

Depending upon what those cmds report, you could try the applicable direct download link from http://www.tenforums.com/windows-10-news/26221-cumulative-update-windows-10-kb3097617.html but if the problem relates to Package corruption, then run Windows Repair.

sfc didn't find any errors though

Have you tried it with your AV program disabled while using that direct download link.

While Windows Updates doesn't work in Safe Mode with Networking, trying the direct download in that mode would be safer than disabling your AV program.

The only AV is Windows defender
I think the problem is the cumulative update and the flash update. Newer updates install fine

                           did you try windows update catelog. You could just open Internet explorer and then go to the windows update catalog.

It is a cumulative update for windows 10. You could manually download from this site to your computer and then execute it . Try.
                              I find this very useful link to get the individual kbs downloads. Please visit this site using internet explorer and not by any other browser
The Bottom line is "Check your hardware first if it supports the task you try".
