Sounds like you have multiple problems.

First thing I want you to do is a check on the hard drive.

Run chkdsk on the system and have it fix any errors.

Next thing I want you to do is to do a system file check.

Open a cmd window and put in sfc /scannow

Reboot when it is done.

If this doesnt help then I want you to run my Windows Repair program and have it run all the repairs. Make sure to have it do a backup first. Reboot and then see if Windows updates will work. If it does make sure to get all the updates

1-I found a solution for no-refreshing in windows explorer: that was creating a new account. ( not a good cure)
2- chkdsk and sfc result was nothing( see screeen shot)
3-I,m now running your program.

If you can run the repairs under the old account. If not no worries, moving everything to the new account will be easy

in new account only copy-paste and deleting prob. iss solved.
after running yor program and reboot again during the reboot blue page appeared and "logging off" massage was appeared too.i had to press power botumn.
after turnning on win. update not work again even using your program.

Well it doesnt look good LOL

A repair install would be best. But if you dont want to do that we will need to try other things, but I cant promise a fix.

When you get a chance I want you to google and run
tdsskiller.exe and combofix.exe

Let me know how it goes
