Testing Env:
Vmware Workstation 11
Win7 64bit, updated Aug
No additional software installed

Steps to Reproduce:
Create registry backup(all settings at default)
Immediately after restore registry; restart
Login(works fine)
Create new user account(admin)
Logout
Login to new user account
--Error :

Note: Logging in with original account works fine.

Other Notes:
Discovered this issue while trying to restore registry for system with non-standard "Users" folder location(on D:\Users).
The registry backup was made after system was setup as is.
However, after restoration and restart, the account resting in D:\Users\accountName, failes to login with above error.

Later I found this was a more general issue.

Thanks for letting me know :-)

So if I understand correctly the problem is with the profile being on the other drive the registry isnt being restore properly. Correct? Can you look at the restore log, it will be in the backup folder, and post it for me, I want to see where it tried to restore them to.
