Perhaps the sfc /scannow undid Shane's fix to get rid of the Win 10 nag and running Shane's fix again should sort it.
There wasn't anything related in the CBS Log that picked up on missing/corrupt .dlls.
Have you ran a robust antimalware scan recently to see if your machine is clean.
I'm not sure if resetting the Hosts File may help
https://support.microsoft.com/en-gb/kb/972034 but sometimes resetting the winsock can resolve browsing problems.
Run a cmd prompt as an admin and enter
netsh winsock reset catalog followed by
exit to close the cmd window then reboot.
Adding catalog to the cmd can be optional as I've seen it not required in Win 8.1.
The cmd should return as successful and prompt to reboot.
