Previously I said I changed some stuff with the anti-virus software, I found myself was mistaken with that thing, the AV itself got nothing to do with such issues and might be that solved accidentally with other things I tried that time, today I solved such an issue by Enabling the "Application Experience" service (AeLookupSvc), such issues often pop up for advanced users and heavily tweakers, since the Application Experience service is auto by default. Also some people mentioned the "Windows Search" service (WSearch) might lock files/folder while indexing is running, so if enabling the "Application Experience" service didn't work, try to disable/stop the "Windows Search" service (WSearch).
P.S. This issue isn't about NT user account privileges or/and NTFS permissions/owners.
