Recently, I have been getting the Error Code 0x800706BA when trying to open the credential manager on Windows 8.1. It says that the RPC service is unavailable. But, I know for a fact that this service is enabled. Anyone know of a way to fix this problem? I'm Running 64 bit Windows 8.1.

Thanks for the response! I really appreciate any help that I can get. However, the fix suggested did not resolve this issue.

Here's some additional information: I'm not using the Windows Firewall, I have it disabled for both private and public networks. I'm using the Avast Internet Security suite, which has rules for Microsoft and it's components.

It could equally apply to Avast's firewall.

See if you get the same error in Safe Mode with Networking - 3rd party security programs are isolated in that mode, which is safer than trying it with Avast disabled.

I'm not sure how you use the restore points in Win 8.1 but going back to prior the error could pre-date an Avast Definitions update, as it won't be the first time a security program's updates have caused problems.

I resolved this issue by refreshing my Windows 8.1 machine. I guess sometimes you can't fix all of windows bugs, rather than reinstalling Windows, a refresh is a good compromise.

That's certainly one advantage Win 8/8.1 has over Win 7 where it would either be a factory reset or repair install, but another example why you should create regular external system images to fall back on - but glad you got it fixed and thanks for the update.

Before you did a refresh did you by any chance run my Windows Repair?

Reason why I ask is the repair puts back some registry keys that Windows will sometimes lose for some reason that would cause that error. So i wanted to see if you ran that before hand :-)
