Explorer.exe Hangs on right mouse click>Windows 8.1

I am dealing with an issue that is driving me crazy.  Explorer.exe hangs on mouse over or right/left click.  My computer is a Lenovo x220 thinkpad running windows 8.1 pro with 8 gb of ram.  All diagnostic scans come back clean.  Dual core intel i5 64 bit.  Only started after upgrading from windows 7 to 8.1 and a clean boot doesn't help either.

I don't get a crash per say (doesn't blue screen), the system just stops responding forcing a restart of explorer.exe.  I believe it only happens when my sony 19 inch monitor is connected.  I have done every type of fix approach imaginable - sfc /scannow clean, Dism returns no corruptions and healthy.  There are no viruses, malware, corruptions.

All drivers are up to date and the windows assessment console returns no issues with any drivers.  Windows updates are all current.

When you right click, does the menu have any intel icons or options? Such as when you right click on the desktop.

Also, just for testing, have you tried a different monitor and or a different video cable?

Everything is fine as long as I stay within an app like chrome, or IE or outlook.  If I go to the taskbar it locks up or try to change apps.  I also lose the swipe from the top left corner to bring up a search.  The icons don't respond and just about everything but control alt delete doesn't work - cursor/ mouse moves.  I then restart explorer.exe from task manager and everything comes back for a few cycles and then boom hangs again.  I have not tried another cable or monitor.  The monitor is Dual mode vga dvi ie two cables.  I have a sony desktop connected via dvi and laptop via vga

For more than a year everything was fine - everything went south when I upgraded from 7 pro to 8.1 pro

There is an intel widi app icon on my desktop.  However, I am working fine while writing this response.  Insane..

That is a very odd situation indeed.

I can think of multiple things that can cause it. So the way I do things is a make a check list and I start a process of elimination so that I can narrow down what the problem is and not waste time on other areas that wont help.

So the only reason I suggest to try another monitor and monitor cable is to simply mark them off the list. Same goes for the mouse as well.

While it is unlikly it is one of those 3, it is still possible, so lets just make sure and mark them off.

Then after those are tried I would then do some testing on the installed software and drivers. Now you said you did a clean boot, so if it was done properly then no 3rd party programs should have been running in the back ground, if so we can mark that off the list as well.

So at that point we move to drivers. Test how it works in safe mode, if the 2nd monitor will even come up in safe mode, some videos dont show up in safe mode while others will but just cloned of the main. But still test.

Then remove the display drivers completely, and then reboot, dont reinstall the drivers yet. Let windows try to install its own, and even if no drivers are installed, try the 2nd monitor anyways and see how it goes.

If the problem still happens in safe mode OR when the drivers are removed and no new drivers added then we can mark the video drivers off the list.

Process of elimination can take a while sometimes lol
