Troubleshooters not working, 0x800B010E error (Win 7 Home)

I have lost all of my troubleshooters. I use Firefox and it crashes constantly. They don't provide any help to resolve the problem. I can't find an answer on Microsoft for a fix although the same error code keeps appearing with other issues (for other people). I also tried to turn on Windows Defender but it seems to always be turned off and won't turn on.
I discovered Tweaking.com and am very impressed ~ BUT ~ Still haven't found a fix!
I use Spybot, Malwarebytes and CrapCleaner all the time to keep things clean but need help getting things right.
System restore won't give me a restore point far enough back in time before the problem started to clean up the problems.
HELP PLEASE....

What repairs did you run in my repair tool?

Also have you checked the drive for bad sectors yet?

I have checked and all sectors are good. I just used your All-in-One repair tool.

I've been using Spybot, MalwareBytes, SuperAntiSpyware and CrapCleaner. I just installed Avast but it won't run. I was using AVG, but took it off ~ I preferred Avast.
Any other ideas or suggestions?

Before I have you try my new v2 of the Windows repair I just put out, try running combofix.exe and malwarebytes anti rootkit and see if they find anything :-)

This error comes from the [ my words .NET Framework Virus] ..
The article is for XP but .Net is on all Windows OSs in/at various levels.
